NOTICE FOR CONSTITUTIONAL  AMENDMENTS


Dear Members of INDSPN,

Greetings and best wishes.

At the last EC and GBM (held on 2.10.2016) several issues were raised by members which require changes to our existing laws before we can implement them. Hence I am summarizing them and proposing Amendments to the Constitution as under:

      1. Problem:

The attendance at our Annual meetings are not upto the mark. The EC discussed various reasons for this and one of the reasons was that the meeting is being held in October-November when most society’s hold their meetings and the calendar is very crowded.  Hence attendance may be less.

The Solution and justification for it:

The solution is to shift the Annual meeting to the First Quarter of every year (JAN to MARCH). Also if we can have it around the 26th of January, the Republic Day holiday can be taken advantage of. The 2017 meeting is in March and we can take advantage of this and shift to Jan from 2018 enabling a seamless change. Hence the amendment.

 

Existing law:

SECTION 3. ANNUAL SCIENTIFIC MEETING:

These meetings will be held annually. The meetings will usually be held in the last quarter of every year. The exact dates and place will be decided in the General Body Meeting.”

Proposed law:

SECTION 3. ANNUAL SCIENTIFIC MEETING:

These meetings will be held annually. The meetings will usually be held in the first quarter of every year preferably around January 26th. The exact dates and place will be decided in the General Body Meeting.”


2. Problem:

Currently, elections for the Society’s Office Bearers are being done by paper ballot. This is cumbersome and time-consuming.

The Solution and justification for the change:

Due to the march of Digital technology most societies are going in for ONLINE POLLING for elections. This will enable us to save on time and make it more efficient and ecologically

friendly.

Existing rules:

“ARTICLE 7. ELECTIONS:”

“The voting will be by ballot. The Returning Officer (the Vice President) will send the voting papers and the appropriate envelopes to the members who should mail them to the Returning Officer as per enclosed instructions before the specified date. Votes will be counted at the time of Executive Committee Meeting and results will be declared in the General Body Meeting.”

Proposed Rules:

  • ARTICLE 7. ELECTIONS:
    • “The Voting will be ONLINE ON THE INTERNET.
    • The Returning Officer (the Vice President), will be in charge of the Election Process. He/ She will instruct the members on the methodology of voting in simple terms by an email message. (At least 2 messages have to be sent).
    • The dates of the Election and voting have to clearly mentioned. The voting has to be kept open for 15 days. The Start day and End day (with time) has to be mentioned. The Returning Officer will send at least 2 Email messages reminding members to vote.
    • The Returning Officer will keep the results confidential and declare the results at the General Body Meeting.”
